What is the exact meaning of the term "illiterate"? Can a school drop-out be considered as an illiterate?

a school drop out cannot be considered as as illiterate..... a person unable to read or write is an illiterate....but if the person is dopped out of pre nursery itself, then he is an illiterate....!:) Ha ha
