From the looks of it, am I ready for a dog?

Go get your puppy! :-) Make sure you check out a lot of different shelters if there are multiple in your area. If you are really serious about rescuing a dog, I suggest finding a shelter or Animal Control Services who have no choice but to put the animals down if they are not given a home after a certain number a days. Many no-kill shelters will give the animals a home until they find one, and as great as that is, sometimes there is a great dog in a shelter that is not no-kill. Look at all your options. You sound like a very responsible 10-13 year old :-)
